四川撤回首套房貸款補貼政策

Chinese cities have been relaxing property curbs in recent weeks to address a housing market slump. But a potential example of backpedaling in Sichuan province shows local governments are still finding their way when it comes to policy tweaking.

近幾周來,中國多個城市放鬆了樓市限制措施,以應對樓市低迷的局面。但四川省撤回救市政策的例子顯示出,地方政府仍在尋找政策調整的方式。

Over the weekend, western China's Sichuan province removed a statement it posted on Friday saying it would give subsidies to banks to support lending to homebuyers. Specifically, it would offer a 3% subsidy on loans that are offered on benchmark rates or lower to first-time homebuyers in the second half of the year.

週末期間,四川省撤回了上週五發布的一份公告。公告中稱,將向銀行提供補貼,支持銀行向購房者放貸。具體內容是,今年下半年期間,對金融機構以不超過基準利率向首次購房者提供的貸款,政府將給予相當於貸款額3%的補助。

The subsidy was meant to 'encourage financial institutions to support households' basic housing demand and to boost the healthy development of the province's construction and property sectors,' the statement said.

By Sunday, the statement on the finance bureau website of Chengdu, the capital city of Sichuan province, had been removed. It wasn't clear whether that meant the policy itself had also been reversed. Calls to Chengdu Finance Bureau were unanswered, while China's housing ministry has yet to respond to queries.

Around 30 local governments, including Chengdu, Hohhot, Hangzhou and Ningbo, have eased restrictions on home purchases in recent weeks to juice tepid housing sales. The market has been hurt by a housing supply glut and tightened credit. Central government officials have said that local governments have been given more authority to adjust their housing policies according to the local conditions.

近幾周來,成都、呼和浩特、杭州和寧波等約30個地方政府放鬆了購房限制措施,以提振低迷的房地產銷售。樓市因供應過剩以及信貸收緊而受到打擊。中央政府官員表示,已給予地方政府根據當地情況調整樓市政策的更大權力。

Sichuan's move would have been significant step up from what some other cities have done. While they have loosened curbs on purchases of second homes and other restrictions, they haven't pushed for new lending amid broader worries about China's rising debt levels.

'Mortgages are very important to first time buyers, and if they are limited and expensive, that would hurt transactions,' said Michael Klibaner, head of research for China at JLL or Jones Lang LaSalle, a property consultancy.

'It seems like an inefficient way to boost transactions, though,' Mr. Klibaner added. He said a more productive way would be to lower the reserve requirements for mortgages, but that might be a decision that only leaders in Beijing can make.

'Many Chinese cities only started to loosen limits on home purchases in recent weeks. It might be too soon for the central government to allow loosening in housing loans too, ' said Rosealea Yao, an analyst at Gavekal Dragonomics.

Many analysts said that banks' restraint on credit to the housing market is a more important reason for the property market downturn than the impact of administrative curbs. Housing sales by floor area in Chengdu in July fell 20% from the same month in 2013, according to data from China Real Estate Index System.

Chinese cities such as Foshan in Guangdong province and central China's Henan province have reversed course on easing their grip on property curbs in 2011 and 2012 respectively, illustrating tension between Beijing and local governments over property policies.

Since the start of the year, banks have tightened credit to homebuyers, charging a premium on benchmark rates since the start of the year and taking a longer time to approve housing loans. Bank executives noted that thin profit margins from mortgages, and rising risks of housing loans amid an intensifying supply glut of apartments make housing loans unattractive to lenders.

自年初以來,銀行收緊了對購房者的信貸投放,不僅從年初開始在基準利率的基礎上提高了住房貸款利率,而且延長了貸款審批時間。銀行高管稱,住房抵押貸款利潤微薄,而且在住宅供應過剩狀況日趨嚴重的情況下,住房貸款的風險不斷加大,使得房貸業務對銀行沒有什麼吸引力。
