法國外長:敘利亞政府面臨資金困境

France plans to discuss with Russia ways to reduce funding to Syrian leader Bashar al-Assad's regime, which is running out of cash to face the country's insurgency, French Foreign Minister Laurent Fabius said Monday.

法國外交部長法比尤斯(Laurent Fabius)週一說，法國計劃與俄羅斯討論如何減少敘利亞阿薩德(Bashar al-Assad)政權的資金供應。阿薩德政府應對國內叛亂的資金正在逐漸耗盡。

The Syrian government has enough money to hold out for only a few months without the support of Russia and Iran as the civil conflict costs it about 1 billion ($1.23 billion) a month, Mr. Fabius said in an interview with French radio station RTL.

法比尤斯對法國廣播電臺RTL說，敘利亞政府用於內戰的花費大概爲每月10億歐元（約合12.3億美元），因此在沒有俄羅斯或伊朗支持的情況下，敘利亞政府的資金只能再維持幾個月的時間。

Last summer, the Syrian government announced it had about $17 billion in foreign-currency reserves, a figure that some diplomats and former Syria officials believe has fallen by at least one-half.

Mr. Fabius reiterated the French government's call for Mr. Assad to relinquish power, as the death toll from the violence in the country surpasses 23,000, rights activists estimate, and hundreds of thousands of Syrians have been displaced.

'We are trying to tighten the pressure around his neck,' Mr. Fabius said. 'Discussions must be sustained at least with Russia, since discussion with Iran is extremely difficult as we can see with nuclear talks.'

Foreign Ministry spokesman Vincent Floreani said France opposed Iran's participation in any talks over Syria because he said Tehran doesn't respect United Nations Security Council resolutions on nuclear proliferation.

French diplomats are discussing the possibility of establishing no-fly zones across Syria with their allies-chiefly Turkey, the U.S., U.K. and Germany-Mr. Fabius said, though any such initiatives have so far been vetoed by Russia and China in the Security Council.

France, which currently holds the Security Council presidency, has called for a meeting of foreign ministers on Aug. 30 in New York to discuss Syria's humanitarian crisis.

The French government would be ready for any kind of intervention in Syria so long as there is a clear international mandate either from the U.N. or the North Atlantic Treaty Organization, Mr. Fabius said, reiterating the official French position.

Mr. Fabius said France was supplying 'nonlethal' equipment to Syrian opposition forces, such as night-vision gear and high-tech communication devices. He said many Arab countries he didn't identify are supplying the rebels with weapons but France is barred from doing so by an embargo. He said France was concerned that weapons sent to the country would end up in 'the wrong hands.'
