國務院要求全面啓動醫聯體試點
China will arrange closer partnerships between top-tier hospitals and grassroots medical services to provide health management and healthcare services for urban and rural residents alike in a more inclusive and coherent manner.
我國將部署一流醫院與基層醫療服務之間更緊密的合作，旨在爲城鄉居民提供更加全面統一的平等醫療管理和醫療保健服務。A set of new measures were approved during the State Council's executive meeting last Wednesday, presided over by Chinese Premier Li Keqiang.
於上週三召開的、由李克強總理主持的國務院常務會議通過了一系列新舉措。"The goal for medical partnerships is to make quality medical care more accessible to the wider public, especially in less-developed areas," Li said.
李克強總理表示：“醫療聯合的目標是爲了給更廣泛的羣衆，尤其是欠發達地區的羣衆，提供優質的醫療服務。”
First, fragmentation between administrative regions, fiscal investments, medical insurance payouts and personnel management will be healed, while more diversified forms of medical partnerships will be encouraged.
首先，將破除行政區劃、財政投入、醫保支付、人事管理等方面存在的壁壘，鼓勵建設多種形式的醫聯體。Meanwhile, further steps will be taken in allocating high quality medical resources to wider regions by dispatching teams of medical professional to less developed areas.
同時，將採取更多措施向欠發達地區派遣專業醫療隊伍，擴大優質醫療資源覆蓋範圍。China will also accelerate building cascaded medical system and introduce demand-oriented and contract-based family doctors.
此外，我國也將加速建設分級診療機制，並引入以需求爲導向、簽約制的家庭醫生。The government plans to cover all impoverished population with such service within this year, while inviting private health care institutions to join in the effort.
政府計劃在今年內把所有貧困人口納入服務範圍，同時號召私營醫療機構共同努力。
