【背景】

國務院聯防聯控機制2月28日舉行新聞發佈會，請教育部副部長翁鐵慧、人力資源社會保障部副部長遊鈞介紹鼓勵企業吸納高校畢業生、農民工就業相關政策有關情況。會上，除高校畢業生就業舉措外，教育部副部長翁鐵慧還就大家普遍關心的今年高考是否推遲、碩士研究生擴招等問題進行了解答。

Chinese universities will expand admission for graduate students pursuing master's degree this year as an effort to increase access to higher education for millions of graduates affected by the COVID-19 epidemic, Weng Tiehui, vice-minister of education, said on Friday.

教育部副部長翁鐵慧週五表示，中國各所高校今年將擴大碩士研究生招生規模，以增加受COVID-19疫情影響的數百萬畢業生接受高等教育的機會。

翁鐵慧在新聞發佈會（press briefing）上表示，今年全國普通高校畢業生（college graduates）874萬人，就業工作原本壓力就不小，加之突發疫情影響，畢業生就業壓力（employment pressure）增大。爲此，教育部全力拓展畢業生（graduate students）升學深造渠道（increase access for higher education）。
翁鐵慧說，精準測算全國現在有44萬左右的研究生導師（tutors for master's students）、1.2萬個碩士研究生學位授予點（institutions that can grant master's degrees）。擴大碩士研究生（master's students）招生的規模同比比去年可能會增加18.9萬。
同時擴大普通高校專升本（students transferring to university undergraduate programs from technical colleges）的規模，同比爭取增加32.2萬人。
她指出，根據黨中央、國務院決策部署，綜合考慮（take into consideration）高校辦學承載能力（school's education capability），以及同時考慮支撐國家戰略所需學科（majors and professions that support national strategic needs）、經濟社會發展（socioeconomic development）緊缺專業等因素，在保證研究生培養質量的前提下，着力擴大今年碩士研究生招生規模。
研究生計劃增量，重點投向臨牀醫學（clinical medicine）、公共衛生（public health）、集成電路（integrated circuit design）、人工智能（artificial intelligence）等專業，而且以專業學位培養爲主，以高層次的應用型人才專業學位爲主。專升本的計劃增量，將投向職教本科和應用型本科，主要向這些學校增加名額，向預防醫學（preventive medicin）、應急管理（emergency management）、養老服務管理（services for seniors）、電子商務（e-commerce）等專業傾斜。
至於計劃6月舉行的高考（college entrance exam），翁鐵慧表示，教育部正在研判疫情發展情況（evaluate the epidemic），也在組織專家評估疫情對考試面的影響，相關工作安排將及時向社會公佈（publish the schedule in due time）。
她說：“高考的方案必須要全力保障廣大考生和涉考工作人員的生命安全和身體健康（ensure the safety and health of the exam takers as well as workers related to the exam）。”
