我國將對中小學校園欺凌開展專項治理
China's education authorities have launched a campaign to curb school bullying.
爲遏制校園欺凌，我國教育主管部門近日對此開展專項治理行動。The campaign will last until December and targets elementary, middle and secondary vocational schools nationwide, according to a circular issued by the education supervision committee under the State Council.
根據國務院教育督導委員會發布的通知指出，此次專項治理行動將持續至12月，覆蓋全國中小學校和中等職業學校。The campaign will focus on legal and mental health education for students. Police and judicial staff will be invited to schools, sources with the Ministry of Education said last Monday.
本次行動集中對學生開展法制和心理健康教育。教育部消息人士上週一透露，警察和司法人員將被邀請到校園中去。
The circular defines bullying as physical or verbal abuse, or abuse online.
該通知將那些通過肢體、語言及網絡實施欺負、侮辱的行爲定義爲校園欺凌。
Schools are asked to improve measures for preventing and handling bullying and establish an emergency plan for serious incidents. They should operate a hotline for reporting bullying and report to police any cases involving crimes.
該通知要求學校完善防範和處理校園欺凌的措施，針對嚴重事件建立應急處置預案。學校還應設立校園欺凌舉報熱線，涉嫌違法犯罪的，要向公安部門報案。There have been frequent media reports on school bullying in recent years. In late April, a video went viral showing a schoolgirl being slapped more than 30 times by a group of older girls. Police detained some of the perpetrators.
近幾年來，校園欺凌行爲頻繁被媒體報道。在四月下旬，一個女生被一羣年長的女孩兒抽了30多記耳光的視頻在網上瘋傳。隨後警方拘留了一些肇事者。Last year, a boy in a junior high school jumped from the fourth floor of a teaching building in a suicide attempt as he "just could not tolerate a life of being bullied everyday any longer," according to China Central Television.
據中央電視臺報道，去年，一名初中男生從教學樓的四層跳了下去，尋求自殺。因爲他再也不能忍受每天被欺負的生活了。
