外交部相關數據顯示，由於動亂及自然災害引發的核輻射危機等原因，2011年中國從埃及、利比亞以及日本共執行三次有組織的海外撤離公民行動，加起來總數48000餘人。這是中國過去三十年撤離海外人員的總和，充分證明了統一領導下多元參與、協調配合的中國總體外交的優勢。清華大學公共外交教授周慶安認爲，“領事保護”已經成爲2011年外交系統工作的“關鍵詞”。

Consular protection became a key word in the nation's diplomatic affairs in 2011, largely promoting public understanding about this not-so-familiar term, according to Zhou Qing'an, a professor of public diplomacy at Tsinghua University in Beijing.
清華大學公共外交教授周慶安指出，“領事保護”成爲2011年國家外交事務的關鍵詞，極大地提升了公衆對這一不太熟悉的術語的理解。
文中的consular protection就是指“領事保護”，consular就是指“領事的；行使領事職權的”，如consular relations（領事關係）、consular intercourse（領事交往）等。
Consular Protection（領事保護）指一國的consular organ（領事機關）或consular officer（領事官員），根據本國的national interest（國家利益）和foreign policies（對外政策），於The International Law（國際法）許可的限度內，在接受國內保護accrediting state（派遣國）及其國民的權利和利益的行爲。
隨着赴海外出國的人員增長，尋求consular protection（領事保護）的需求也與之俱增，但目前駐外使館的consular staff（領事工作人員）有限，如何提供更好、更高效的領事保護服務，向我們提出了更多挑戰性的課題。
