28日，中國國家信訪局有關負責人在國新辦舉行的專場發佈會上表示，中國將深化信訪制度改革，建立以互聯網爲依託的全國網上信訪受理平臺，逐步把網上信訪作爲解決信訪問題的主渠道。同時，大力推行陽光信訪，提高信訪公信力。

黨在11月中旬公佈的改革藍圖提出將改革信訪制度，並建立網上投訴體系。

petitioning system是信訪制度；reform blueprint是改革藍圖；online petitioning system是網上投訴體系。
國家信訪局（State Bureau of Letters and Calls）將改革信訪制度，建立網上投訴體系，引導羣衆多上網（make more use of an Internet-based service）、少走訪，逐步把網上信訪作爲解決信訪問題的主渠道，方便羣衆提出訴求（lodge petitions），提高效率（boost efficiency）。
國家信訪局門戶網站網上投訴今年7月1日全面放開受理內容以來，平均每一個工作日（on a single workday）受理的投訴（complaints）在1200件以上。
改革包括，對於觸犯法律的投訴（grievance）移交立法和司法部門（be submitted to legislative and judicial departments），依法處理（settled according to the law）。
當前羣衆投訴最多的是不合理徵地（inappropriate land expropriations）、房屋拆遷（housing demolition）和有關勞動和社會保障（labor and social protection）的不滿。
國家信訪局副局長李皋表示：“中國是個法治國家，公民表達訴求、提出意見和建議的權利依法得到保護（protects the public's right to petition in line with procedures），國家信訪局三令五申，明令禁止以任何形式限制羣衆正常上訪（forbids any kind of action that restrains petitioning），不允許打擊報復上訪羣衆（revenge being taken on petitioners）。對於個別辦學習班、攔、卡、堵截的行爲，我們發現一起查處一起，決不姑息。”
