值此新年到來之際，我謹代表閘北區人民政府，向全區人民以及區內外關心和支持閘北發展的同志們、朋友們，致以最誠摯的新年問候和衷心的感謝！
On the occasion of the arrival of New Year，On behalf of the government of Zhabei District, I would like to extend my most sincere greetings and heartfelt thanks to people in this district and comrades and friends who care for and support the development of Zhabei.
即將過去的2009年，是新世紀以來我國經濟發展最爲困難的一年。面對國際金融危機衝擊和嚴峻複雜的經濟形勢，全區人民堅定信心、迎難而上，努力化挑戰爲機遇，有效遏制經濟增長明顯下滑的態勢，保持了全區經濟社會的平穩較快發展。一年來全區經濟發展質量不斷提高，產業結構調整步伐進一步加快；舊區改造取得顯著成績，北廣場三期動遷全面完成；迎世博各項工作成效顯現，城區文明程度和區域環境不斷改善；大力做好就業工作，積極開展形式多樣的幫困活動，切實推進對口支援都江堰大觀鎮 災後重建工作，民生保障和社會各項事業工作取得了新的進展。
The year 2009, which is soon to be over, is the most difficult year for China's economic development since entering the new century. Faced with the impact of international financial crisis and severe and complicated economic situation, people throughout this district proceeded with confidence, took the bull by the horns and strove to turn challenges into opportunities. Hence, we effectively contained the trend of a marked decline in economic growth and kept stable and rapid social and economic development. In the Year 2009, we continuously improved the quality of our ditrict's economic development and further accelerated structural adjustment; we made remarkable achievements in redevelopment of existing urban areas and completed the relocation of the North Plaza III; we achieved noticeable results in the work of greeting the World Exposition in 2010, enhanced the level of civilization and improved our district’s environment; we devoted great efforts to improve the employment environment, relieved the poor in various ways, gave aid to the reconstruction work of Daguan Town in Dujiangyan and made new progress in the work of ensuring the people's livelihood and all other social undertakings.
即將到來的2010年，是上海世博會的舉辦之年，也是閘北全面完成“十一五”規劃的最後一年，任務光榮而又艱鉅。我們要以更加昂揚的精神狀態、更加紮實的工作作風，在新起點、新水平上攀登新的高峯。要堅持以鄧小平理論和“三個代表”重要思想爲指導，深入貫徹落實科學發展觀，堅持以產業結構調整爲突破口，着力提高經濟發展質量和效益；堅持以舊區改造和基礎設施建設爲抓手，不斷優化城市綜合服務功能；堅持以改善城區環境和提升文明水平爲重點，全力做好世博會各項保障工作；堅持以確保羣衆安居樂業爲落腳點，持續改善民生，保持社會和諧穩定；堅持以加快政府職能轉變爲核心，着力建設服務型政府。同時，我們還將全力做好節日期間扶貧幫困工作，保證市場供應，確保廣大市民過一個歡樂、祥和的節日。
The upcoming Year 2010 is the year for Shanghai to hold the World Exposition and the last year for Zhabei District to fully complete the Eleventh Five-Year Plan. Therefore, we are to take glorious and arduous tasks. On the new threshold, we are to ascend greater heights with a more enterprising spirit and more practical ways of working. We are to deepen the implementation of the Scientific Outlook on Development under the guidance of Deng Xiaoping Theory and the important thought of Three Represents. We are to persevere in structural adjustment and take it as a breakthrough and we are strive to improve the quality and efficiency of economic development; we are to persevere in redevelopment of existing urban areas and infrastructure construction and we are to constantly optimize the city's comprehensive service capabilities; we are to persevere in the focus on improving the urban environment and enhancing the level of civilization and we are to make every effort to do a variety of security wok for the World Exposition; we are to persevere in the purpose to make our people live and work in peace and contentment and we are to further improve people's livelihood and keep the society harmonious and stable; we are to persevere in the efforts to accelerate the transformation of government functions and we are to try to build a service-oriented government. At the same time, we are to make every effort to relieve the poor during the holiday, ensure market supply and ensure that the general public will enjoy a happy and peaceful holiday.
2010年是閘北加快推進經濟社會發展的重要一年，讓我們在市委、市政府的領導下，同心同德、頑強拼搏，堅定信心、加快發展，爲建設和諧新閘北而努力奮鬥！
The Year 2010 is of significance for Zhabei District to accelerate economic and social development. Let’s dedicate ourselves heart and soul to the same cause, be indomitable, proceeded with confidence, accelerate development and strive to build a harmony new Zhabei under the leadership of the municipal Party committee and the municipal government.
